Harassment by charity representatives on Council footpaths

Pretty much every day I get harassed by someone on council property (footpath) asking for me to sign up to a charity of some kind or another. For the most part these people work for private companies and get paid. The extent they go to to interrupt my daily commute goes beyond the boundary of harassment. I feel bullied by their actions. I, along with many other members of the community, suffer from anxiety and a panic disorder that is exacerbated by this type of harassment.
The petitioners therefore request that Brisbane be declared a charity harassment free zone. At the very least introduce legislation to monitor the activity of the charity muggers and prosecute if any bullying is observed, although this would be time consuming and expensive. Therefore the preferred option would be to discontinue allowing fundraisers to hassle the general public on Council property.
