Montague Road is becoming busier and busier with the opening of more cafes, Aldi, childcare centres and construction of several apartment blocks. This is introducing more cars and pedestrians to the area but there has been no change to traffic management. In particular, the area between Kurilpa and Vulture Streets where there is a hill mere metres before popular bus stops. Between these areas there is nowhere safe for pedestrians to stop and pedestrians often become frustrated resulting in dangerous crossing decisions out of desperation. As the area becomes more popular, this needs to be addressed and rectified to prevent tragedy.

Council response

I refer to your petition requesting the installation of a pedestrian crossing or traffic lights on Montague Road, West End.

Your petition has been investigated and it was considered by Council at its meeting held on 22 May 2018. It was decided that the petitioners be advised of the information below.

Prior to this petition, following feedback from the community of West End, funding was allocated in Council’s 2016-17 budget to undertake a traffic review in the area bounded by Montague Road, Vulture Street and Hardgrave Road. This review was prompted by concerns from the local community about the intrusion of non-local traffic, speeding, illegal parking and safety, despite many of the streets within the area already containing traffic calming devices.

Community consultation was undertaken for the West End traffic review in February 2017. This consultation was conducted using an online survey. The community was invited to provide comment and vote on comments made by other participants. The purpose of the consultation was for Council to receive feedback from the community to better understand the specific issues and locations of concerns within the review area.

Montague Road was identified, from the feedback received, as an area which could benefit from traffic management devices to address community concerns about pedestrian and motorist safety. The proposed treatments include:

- installing a pedestrian facility and associated kerb build-outs on Montague Road, north east from Rogers Street

- installing a pedestrian facility and associated kerb build

- outs on Montague Road, north from Harriet Street and Kurilpa Street

- upgrading kerb ramps and sections of footpath - upgrading line marking and signage.

These works are expected to be completed by the end of May 2018, weather permitting.

The refuges will assist pedestrians crossing the street and gaining access to bus stops along Montague Road.

Although there are no current plans to install signalised pedestrian crossings on Montague Road between Kurilpa and Vulture Streets, Council is finalising the design to upgrade the Vulture Street and Montague Road intersection, that will include signalised pedestrian crossings with new, accessible kerb ramps.

Council is also investigating a potential upgrade to the busy local precinct at the Montague Road and Victoria Street intersection, following feedback from the recent community survey. Council is expecting to complete investigation works for this potential future upgrade by mid-2018, with timing of construction dependent on finalisation of the design and future budget allocation.
